SkillsActive Funding Event.

sports coach UK co-ordinated an event for Skills Active around Sustainable Funding.  Individuals from 27 sports and partner agencies attended the event in central London, which was also attended by Peter Drummond, the Deputy Head of Sport of DCMS: the current Chair of the Coaching Steering Board.

Phil Collier, Head of Sport & Recreation at SkillsActive, opened the day by contextualising the Government’s Skills Agenda towards its 2012 vision.  The role of the Learning Skills Council (LSC) and Regional Development Agency (RDA) was outlined.  Phil spoke through the Sector Skills Agreement in which the industry is able to articulate its priorities for the next 5-10 years and its timelines through to a final sign off in February 2006.  Phil outlined the Sector Qualification Strategy (what qualifications are required by the Industry to access mainstream funding) and SkillsActive timelines.

Steve Mitchell, Entry to the Workforce Manager, SkillsActive Technical Unit then outlined the key opportunities for Coaching and SkillsActive’s role to help access mainstream funding.  Steve spoke through the thinking behind a National Agency for Sport in light of local LSC’s own priorities and the National Employer’s Service being the 48th arm of the LSC.

Steve then shared some possible solutions and opportunities, primarily around apprenticeships, including the recent case study of the Amateur Rowing Association proposal in the southeast through the Community Sports Coach Scheme.

Steve spoke around possibilities of future qualifications being based around an Award, Certificate and Diploma.  Steve spoke through considerations for contracting through LSCs, and cited Football and Rugby Union examples.

The attendees then broke off into smaller groups to talk through the issues raised in the morning sessions to then feedback any reservations, observations or possible areas overlooked. After the feedback from each group, Phil and Steve talked through possible solutions and opportunities from the issues raised, alongside responding to questions from the floor.

Phil then spent some time updating on the Sector Qualification Strategy (SQS), including the Framework for Achievement (FfA) and how best for SkillsActive to advance with NGBs the Coaching Qualification Strategy. It was agreed that SkillsActive and sports coach UK would prepare a draft paper, share it with the sports, and bring the sports together to then shape and finalise the Industry’s Strategy.

In preparation for sports being able to access UKCC Endorsement from January 2006, Steve Woolland (Professional Development Manager) of SkillsActive then updated the sports on the UKCC Endorsement Process including: the seven pilot sports and the timelines through to late September 2005, the establishment of a UKCC Endorsement Panel, and the ratification of the process by the Professional Development Board.

The event was received positively by the sports and SkillsActive were thanked for their honesty on the current state of play with key issues. Sports were encouraged to feedback on the SQS, the Funding Consultation document, and how to progress a National Agency for Sport.
